Oakland Police Chief Wayne Tucker explains to the City Council that a vote for the Mayor's proposed police recruitment plan would mean disbanding crime reduction teams and removing officers from patrol, traffic, and investigation positions for a period of eight months. The entire City Council voted in favor of the plan later this evening.
