Gilgit,November 30 : The Winter of 2010 will be unusually hard for Gilgit Baltistan. Perched precariously in the northern ranges of Kashmir, temperature in most part of the mountainous terrain will be below normal during the winters.And with the increasing cold, despair seemed to have numbed the hearts of many, still languishing in tents and relief camps, four months after the epic flooding.Heavy monsoon rains lashed the Himalayan region in August triggering the worst floods in over eight decades swamping some 400 villages, destroying 3,000 houses, displacing some 86,000 and killing 183 people in a week.With thousands still homeless and in the open, U.N agencies fear the lack of urgent action could lead to more casualties.The World Bank and the Asian Development Bank has estimated that at least $13 million is needed for reconstruction in Gilgit Baltistan.
