In Cleveland, in the near future, casinos are being built to stimulate the economy. There is a mountain of money to be had at the whims of luck and those with a lot of power. Mr Big Tyme puts the police in charge of keeping the peace for the rich, at the expense of the lives of local artists. Painters, writers, musicians, acrobats, dancers, and martial artists are persecuted for making a living wage for what they do. Those with dreams have to fight to keep their dreams alive.
