Skinner discusses State action and how due to sub-national action in 30 States the United States will see a 25% reduction in greenhouse gas (GHG) emissions even without Federal action. Yet due to what the science tells us about the reductions needed from the US to mitigate climate change, Skinner points out that both state AND federal action are necessary. Assembly member Skinner also discusses a bill circulating in California now that would effectively repeal AB32- the assembly bill that led to California becoming the first US State to require the measuring, reporting, and reducing of GHG emissions. AB32 led to the creation of the California Climate Registry, which recently became national (now called "The Climate Registry").
