PASAY CITY, Philippines--Senator Alan Peter Cayetano says Secretary Romulo Neri, previously of the National Economic and Development Authority and now with the Commission on Higher Education, will definitely face a sanction -- with arrest as a possibility. Cayetano heads the Senate blue ribbon committee which investigated the cancelled $329-million contract with China's ZTE Corp. on the national broadband network. Neri has promised to return to the Senate but has consistently refused the Senate's invitation to continue with his testimony.
