QUEZON CITY, Philippines--With President Gloria Macapagal-Arroyo conspicuously absent, Vice President Noli de Castro and former president Fidel Ramos lead the commemoration of the 22nd anniversary of the 1986 People Power revolution that restored democracy in the country.
