The risk of HIV transmission is greatest right after a person has been first infected, even if an antibody test wouldn't show them as HIV positive yet. In studies of married couples where one partner was HIV positive and the other was HIV negative, if they used condoms EVERY time they had sex, there was no HIV transmission, but if they used the condom only sometimes, there was a significant risk.
