On July 29th the Ten Year Plan shocked residents of Knoxville with the news that the Flenniken Ten Year Plan site would be coed and would house both chronically homeless and non-chronically homeless people. In addition people were told that the scope of the Ten Year Plan had expanded to over 8,000 non-chronically homeless people.
