This is one of the high-revving "hybrid" engine cars which resulted from the homologation rules of Trans Am racing, which dictated the automakers needed to make a street version of the cars raced in Trans Am. This meant the 302 cube V8 that was built from a Windsor block and topped with Cleveland heads needed to be readily available to the public.
