Fellers, a world renowned military strategist, criticizes current US war planning strategy and explains that the US military needs to balance the defense budget, while re-routing resources. Brig. Gen. Fellers believes more money needs to be spent on building US Air Force supremacy, while cutting back the Navy and the Army. The arguments to back this plan are the US Navy has world supremacy and only needs to maintain this status and that the manpower of the US Army can not match that of the Red Army on the ground in Europe and therefore should focus on other strategies. The Navy and Army should focus on supporting the Air Force and controlling the skies over Russia. The new strategy would spend 1/3 less money while providing a guaranteed defense.
