Gilgit Baltistan, June 30, 2015:- India raised objection on June 8 elections in Gilgit Baltistan, people of Gilgit Baltistan out rightly rejected elections but Pakistan bulldozed all voices of reason and dissent. It went ahead with the sham elections, ISI barred local leaders to contest elections, hundreds and thousands of Pakistani’s were transported on the voting day, it was a drama and leaders were once again selected and not elected. Pakistan Muslim League (N) has emerged victorious in the recently held elections to Gilgit Baltistan legislative assembly. The party has won 14 seats out of the total 24 -- enough to form the government on its own. However, the nationalists allege the PML (N) has followed the suit of its predecessor Pakistan People’s Party (PPP) by rigging elections. It has been a tradition in Gilgit Baltistan that whatsoever party holds power in Islamabad tries to influence the electorate to win elections. Earlier, in the 2009 elections, the PPP swept the polls in the mountainous region, when it was holding power at the centre. Nationalists say any party, whether PML (N) or PPP, operates on the instructions of Pakistan’s spy agency -- ISI --- in the disgruntled region, as it helps them in winning the elections. The first election for Gilgit Baltistan Legislative Assembly (GBLA) was held in 2009, after the Gilgit-Baltistan Empowerment and Self-Governance Order-2009 was passed by the Pakistani cabinet ‘granting the region self-rule and autonomy.’Prior to this, the region used to be directly ruled from Islamabad. The nationalists have been opposing the act and holding elections in the disputed region, as they demand freedom from the Pakistani misrule. However, their resolve is silenced with draconian laws.

You know, many colleges and universities are uncertain how much time they should put into planned giving work to develop resources for the future, and part of the challenge is they only have so many dollars to put into development staff, and those folks need to focus on raising the budget for this year. But it's not good stewardship to always be looking at only short-term. So I really encourage small Christian colleges and universities—even though you probably can't afford a full-time planned giving staff—that your major donor staff be trained in planned giving and know the basics of planned giving so that when they're out there talking to constituents, talking to donor prospects, they just know enough about planned giving to be able to encourage people to leave them in their wills and trusts. And if someone wants to do an immediate planned gift, a charitable trust or a gift annuity, have professionals that will volunteer and help and come alongside their staff to help complete those planned gifts.

The one thing we're really excited about is to work with the Los Angeles Dream Center to provide an opportunity for students to take a semester —continue to get their credit—and spend a semester in Los Angeles at the Dream Center getting hands-on experience in their area of study, but also with a great opportunity to be involved in mission and ministry. So to spend a semester at Los Angeles at the Los Angeles Dream Center...what a tremendous way for people to figure out a way to really engage what God has called them to do with their time, their talents and their education, and begin to realize that they can really be used of God in their particular area of calling.

I've been really privileged over these last four decades to work with a lot of college presidents. Normally, because of my background in development, advancement and planned giving, they'll contact me for advice in the development area. But a lot of them don't know I've worked in general marketing, in budget management and administration for a Christian university for seven years. And probably the best advice I ever give them is, number one, to recognize that as the President of the University, they have to be the chief fund raiser and friend raiser for the university. And they have to design their team and design their schedule so they're free to do that. And, number two--my second point of advice to them--is in their development department, so often development officers get so engaged in the university community and committee meetings, and this meeting and that meeting and that program, and ultimately if your development people aren't out there on the road with your major donors or cultivating donors, they're really not doing their jobs. So those tend to be the two biggest points of advice I give college presidents, particularly new college presidents.

Budgeting at small Christian colleges and universities can be a big challenge for a number of different reasons. Dr. Barton shares his philosophy on budgeting. It's critical that the stakeholders are involved in the budgeting process. You need to have people making the budget decisions who aren't embedded in a particular department or particular area. They represent the overall health of the institution in total, and through that healthy budgeting process, you will make good budget decisions and help take ownership. It's in the weeds that will make you successful—like knowing how many athletic socks the athletic department needs next year. As a budget committee, it shouldn't just be left to some lump sum budget. Dr. Barton is a firm believer in very detailed budgeting for small Christian colleges and universities, because that's the only way you keep control of your costs to be the best steward of every tuition dollar that you get.

Over the last four decades, I've spent a lot of time working with Boards of Trustees and Boards of Directors of nonprofits. And I have a little bias on the type of person that makes a great board member, and it's quite different than how a lot of organizations recruit board members. But I believe that you should recruit board members that have these three characteristics: 1. Extremely committed to your cause. They understand your mission, they've shown support for your mission in different ways. 2. I like to recruit for boards business people who have successfully built businesses as entrepreneurs, particularly those who didn't inherit a business but built it from the ground up. They have had to miss their own paycheck in order to take care of their employees and provide payroll. They're risk takers. 3. I like board members that are generous. They've proven in their giving that they're generous to support others and support missions. And so, I really encourage college presidents--while many of them will have restrictions on certain seats on their board--but I really encourage college presidents to recruit board members that have those three characteristics.

The major one being electricity crisis has been making life of the region suffer thoroughly. People of Gilgit Baltistan lead a miserable life. Basic amenities like shelter, food and even job opportunities are like perishing for the population here. However nowadays what has been torturing the citizens of Gilgit is the electricity crisis. With passage of time the problem of load shedding has been rising, leading to no resolution taking place in future. And negligence of authority regarding the issue has increased the rage of the citizens residing in Gilgit Baltistan. Gilgit Baltistan is one of the most neglected and backward regions under Pakistan’s command. More than three-fourth population of the region lives below the poverty line. And due to the corrupt administrative system, the people here do not get any financial help and basic facilities. The allocation of funds for other regions to Pakistan is based on their population, development and educational facilities, but this yardstick is not applied for the people of Gilgit.

You know, managing endowments are a very important role for Boards of Trustees. And I think one of the mistakes I often see made is to bring in, you know, Fund Manager A...and Fund Manager B...and Fund Manager C who have different styles, and decide who to use, and divide it up among different managers. I've always been of the view that when it comes to managing endowments you really need to approach more of a fund-to-funds approach where you basically hire someone who is an expert in managing fund managers, and they pick a portfolio--an asset-allocated portfolio of different managers--the best of the best that can help you allocate your endowment to various managers. And they take the time and they have the expertise to manage those various fund managers. And I really discourage Boards of Trustees or their investment committees from being engaged at that level, because, quite frankly, it's very time-consuming, and unless you have a really big endowment and a lot of very professional investment people on your investment committee, I found it usually causes more problems than it solves.

You know, it's difficult to build an endowment, because for most small Christian colleges and universities, they have so many demands for their resources. So, when I get asked the question, "should we have an endowment?" my answer is absolutely yes. I mean, budget $50K a year that goes into the endowment--or $10K a year. Budget something. And then as you're talking to donors you can say, "we have an endowment fund and we're building it." You'll find that people will become interested in making gifts to your endowment or doing planned gifts so that at the time of their death or after a certain number of years, assets would flow to the endowment. And I really encourage college presidents also when they have a capital campaign to build a building, that they include in part of that campaign an endowment to underwrite the operational costs of the building. And it's one small way to start gradually building endowments for a university that don't have large endowments right now. So there's no quick fix to building endowments. It's one gift at a time; one estate plan at a time; but if you get started you can be successful. And to some extent, you're planting seeds for a tree that someone else is going to enjoy the shade of in the future.

Gilgit Baltistan, being occupied by Pakistan six decades ago has always been treated harshly. Islamabad has stationed a large number of its paramilitaries in the region to ward off challenges to its illegal occupation. Not only the institution of media but even the social working organisations are being targeted by these puppet administration and as a result of which they works under heavy scrutiny and without the freedom to report or articulate the grievances of people, the denial of civil liberties and gross violation of human rights. The rising attacks on journalists and the suppression of media freedom has forced many to join protests against Pakistani misrule.

The continued denial of political rights by Pakistan in the region is fuelling dissatisfaction by the day. The people of Gilgit Baltistan have realized that Islamabad is taking them for a ride for years. From basic amenities to the citizenship rights, everything has been taken back by the puppet regime from the locals of the region. Even the rich natural resources are being plundered by Pakistan, without paying any royalty to the locals. Gilgit Baltistan was a part of the erstwhile princely state of Jammu and Kashmir. Pakistan, which has illegally occupied it for over six decades, has been ruling it through proxies. While successive Pakistani government have always kept up the sham of championing "self determination" for the people of Gilgit, it has continuously suppressed their rights denying them basic, constitutional and human rights. It has become increasingly clear that the promises made by politicians here are as elusive as ever. Pakistani security apparatus has been fostering sectarianism in order to retain its stranglehold on Gilgit. The region has also become a theatre of training camps for terror groups funded by Pakistan's main spy agency, the ISI.

The story is fiction as well as the characters. Elmer is vigilant in his work but, if he has one fault, it is his liking to play pranks on the new people. On one occasion the joke turns out not like he expected when a beautiful, but ditzy, new girl reports to his office. The new girl turns out not to be the typical female soldier in any sense of the word. But then neither is Elmer a typical soldier. He is a bit of a rebel and is not above breaking Army rules. A mammoth 22,500m² sand SOS signal has been created on Morecambe Bay as a rallying cry to get the nation to roll up their sleeves and help keep the UK’s beaches ‘barefoot friendly’. The hashtag #BarefootFriendly has been incorporated into the sand design, inspiring people to get involved with the environmental campaign on Twitter. Members of the public are invited to send images of their own beach SOS to @BarefootWineUK with the hashtag in a bid to get their own beach cleaned as part of the Barefoot Wine Beach Rescue Project. The campaign will be kicking off on 16th May 2015 in Edinburgh, and then travelling coast-to-coast to 6 separate UK locations throughout the summer. Building on the incredible success of the 2014 events, which saw over 800 volunteers remove almost 1,500 kilograms of litter from UK beaches, community volunteers will be called on to come out and clean their local beaches to make 2015 another great year for the beach clean-ups.
